The BPD is a diverse and complex organization structured into several distinct sections or bureaus. Each bureau is overseen by a deputy commissioner, responsible for maintaining the department’s operational efficiency and upholding its standards.

• Redistricting Section: This section recently completed a comprehensive review of district boundaries, aiming to improve service delivery and optimize resources across the city.

• Recruitment and Careers Section: This team is dedicated to attracting and recruiting a new generation of police officers, focused on reducing crime and transforming the department into a modern, progressive force.

• Policy and Community Policing Section: This sector emphasizes the principles of community policing and works to rebuild trust in line with a Federal Consent Decree. They strive to foster an environment where police and the community work together to improve safety.
• Crime Reporting Section: This team provides information on how to report crimes and ensures swift and effective responses from the department.

The history of the BPD dates back to 1784 when town commissioners hired the first constables and watchmen to maintain law and order. However, it wasn’t until 1853 that the force began wearing uniforms and carrying firearms. Due to political issues, control shifted from the city to the state in 1859. This structure was governed by a board of three commissioners until 1920, when a single administrative head, appointed by the governor, took over for a term of six years.

The BPD plays an important role in community service, establishing a reputation as a professional agency that addresses crime and public safety issues while also working to build strong community relationships. They have recently completed a redistricting process to better manage resources and provide improved services to the city’s population of approximately 602,495 people.

One of the department’s strategic focuses is on implementing community policing principles. This practice aims to build trust and cooperation between the police and the community, fostering a proactive partnership that can effectively address the root causes of crime and social disorder.

In recent years, the Baltimore Police Department has worked to strengthen its ties with other local institutions, such as the University of Maryland (UMBPD). They have established agreements with the UMBPD that expanded the latter’s jurisdiction to public streets and sidewalks within the University’s boundaries. This collaboration exemplifies BPD’s commitment to creating a safer, more secure city for all its residents.
